Ahead of parliament elections, the Election Commission of India (ECI) has directed the J&K government to effect transfers of officers who are posted in their home districts or have completed three years in a particular district.
In a letter sent to chief secretary BVR Subrahmanyam and chief electoral officer Shailendra Kumar, the poll body has asked the government to shift officers connected directly with election if they are posted in their home districts or have completed three years in a particular district during the past four years or would be completing three years on or before May 31, 2019.
These transfers/postings should be carried out before February 28 and compliance reports should be furnished to the Commission by the first week of March, the letter reads.
Those covered by the directive include deputy commissioners, sub-district magistrates, tehsildars, block development officers, range IGs, DIGs, commandants of the state armed police, SSPs, SPs, additional SPs, sub-divisional heads of police, SHOs, inspectors and sub-inspectors.
The ECI has also directed state authorities that the officers/officials against whom it had recommended disciplinary action in the past should not be assigned any election-related duty.
The ECI has also desired that no officer/official, against whom a criminal case is pending in any court of law, should be associated with—or deployed for—election-related duty.
The schedule for parliament elections is likely to be announced in the first week of March. The announcement would pave the way of imposition of the model code of conduct in all states, including J&K, which has six Lok Sabha seats.
