Key initiatives rolled out by the State Administrative Council (SAC) since proclamation of Governor’s Rule in the State in J&K

Delivering Development

1. Rs 8000 cr earmarked for completion of languishing projects by arranging funding for these projects through newly established Jammu and Kashmir Infrastructure Development Finance Corporation (JKIDFC). 1296 languishing projects in various important sectors involving an investment of Rs 2720.87 crore already approved for funding through JKIDFC. These projects are to be completed in next 18 months.
2. Rejuvenation and beautification of Dal Lake accelerated with the removal of surface plant/weeds, installation of Bio-digesters in houseboats, beautification of the path around the lake. Installation of new sewerage treatment plants expedited alongwithProcurement of sophisticated top end aquatic machines approved for cleaning of Dal lake
3. Revised DPR of Ujh Multipurpose Project costing Rs 4750 crore approved. Project on completion will generate 186 MW of electricity and irrigate around 31380 hectares of land in district Kathua.
4. Shahpur Kandi Dam Project Agreement signed between the Governments of J&K & Punjab. As per the agreement J&K will be provided full quantity of 1150 cusecs of water from river Ravibenefiting farmers of Kathua and Samba Districts. Besides, J&K will also get 20% electricity from Shahpur Kandi Dam and Thein Dam Projects. The project has been declared as a National Project and will be implemented by Government of Punjab without any financial liability on J&K.
5. RATLE Hydroelectric which will generate 850 MW cleared and will be implemented through joint venture
6. Multiple agencies implementing externally aided projects merged. Jhelum Tawi Flood Recovery Project (JTFRP) merged with Economic Reconstruction Agency (ERA) to ensure quick implementation of foreign funded projects.
7. Expenditure allocation transferred from Planning & Development Department to Finance Department as earlier arrangement was leading to incomplete works
8. To address the increasing power demand of Old City Srinagar, land measuring 78 x 33.5 sqm at J&K Industries (JKI) Residential Sarai, Nowshehra, Srinagar transferred to Power Development Department (PDD) for construction of a 100 MVA Grid Station.
9. Establishment of 40 new Degree Colleges approved including 26 Degree Colleges already sanctioned
10. Establishment of Medical Block approved for Zainapora in District Shopian alongwith the creation of seven posts of various categories
11. Institution of District Development Commissioners empowered by keeping untied funds at their disposal to address urgent developmental issues in their respective districts

Welfare Initiatives

12. 40000 new cases enlisted for old age, widow and specially-abled pension under various social security schemes.
13. Honorarium announced for Sarpanchs and Panchs at the rate of Rs 2500 for Sarpanchs and Rs 1000 for Panchs.
14. Substantial hike announced in the honorarium of SPOs. Honorarium of SPOs who have less than 5 years of service hiked from Rs 5000 to Rs 6000, those who have completed 5 years of service raised from Rs 5500 per month to Rs 9000 per month and for those who have completed 15 years of service honorarium raised from Rs 6000 to Rs 12000 per month. Around 30000 SPOs working in the State benefitted by this substantial hike.
15. Ex-gratia for NoKs of slain Police personnel hiked from Rs 48 Lakh to Rs 70 Lakh, for NoKs of slain SPOs from Rs 14.50 to Rs 30 Lakh with education cost upto 12th class of 2 children to be borne by State Education Department
16. Remuneration of Anganwari Workers hiked from Rs 3600 to Rs 4200 per month and that of Helpers from Rs 1800 to Rs 2000 per month
17. Financial assistance for World War-II Veterans and their Widows hiked from Rs 3000 per month to Rs 4000 per month benefiting nearly 380 Veterans and Widows.
18. Monthly pension of militancy victim widows enhanced from Rs 750 to Rs 1000
19. Establishment of 2 Rehabilitation Homes, 1 each at Srinagar and Jammu, approved for persons living with chronic illnesses, who have been shunned by their families
20. Long pending demand of removal of pay anomaly of Clerical Cadre fulfilled with an annual financial implication of around Rs 145 Crore, benefiting 25000 employees
21. Remuneration/honorarium of Research Assistants in J&K High Court hiked from Rs 15000 to Rs 25000 per month bringing them at par with their counterparts in other High Courts of the country.
22. Construction of 20000 flats approved for police personnel on self-financing basis.
23. Fixed Travelling Allowance (FTA) of Village Level Workers (VLWS’s) / Multipurpose Workers (MPWs) working in the Rural Development Department hiked from existing limit of Rs 15 to Rs 100 per month
24. Rehabilitation & Resettlement (R&R) Plan approved for the Project Affected Families (PAFs) of 540 MW Kawar HEP on River Chenab at Tehsil Nagseni, District Kishtwar. Total cost of the rehabilitation plan is Rs 3583.41 lakh.
25. Adoption and notification of the cash relief scheme for West Pakistan Refugees (WPRs), which includes mode of its execution & disbursement of financial assistance approved. The Ministry of Home Affairs (MHA), Government of India in June, 2018 conveyed its approval to the proposal for providing one-time financial assistance amounting to Rs. 5.50 lakh per family to 5764 families of West Pakistan Refugees settled in J&K State.
26. Ayushman Bharat rolled out to provide health insurance coverage to about 6.13 lakh families to the tune of Rs 5 lakh per family per year with secondary and tertiary care hospitalization.
27. Waiver of demand raised by Assessing Authorities of the Commercial Taxes Department against 1573 flood hit dealers by rejecting their input tax credit claim for the stocks destroyed in the floods of September 2014 approved
28. Utilization of services of teaching staff hired on academic arrangement for two months of winter vacations (session 2018-19) in the winter zone i.e from 16th November 2018 to 15th January 2019 or till regular selections are made by the School Education Department approved
29. Liaison Officers designated in the cities of New Delhi, Noida/Meerut, Chandigarh, Aligarh, Bhopal, Pune, Hyderabad, Bengaluru, Chennai and Jaipur to coordinate with students of the State pursuing higher education in other parts of the country, whenever they are faced with the situations or incidents related to their regional identity.
30. Relief to snow-hit orchardists hiked from Rs 6800 per hectare to Rs 3600 per hectare

Employment Generation

31. 800 posts of Veterinary Assistant Surgeons and Paravets created in Animal Husbandry Department
32. 32 posts of various categories created for strengthening Vigilance Cell in the Jammu & Kashmir High Court. The posts include 2 posts each of Registrar Inspection, Joint Registrar, 3 posts each of Assistant Registrar, Senior Scale Stenographer, Jr Scale Stenographer, Head Assistant, Sr. Assistant and Jr. Assistant, 02 posts of Drivers and 08 posts of Orderlies.
33. 177 posts of Panchayat Inspectors created for newly established CD Blocks in the State
34. Raising of 2 Border Police Battalions one each for Jammu and Kashmir regions, along-with creation of 2014 posts of various ranks approved. Funds to the tune of Rs 162 Crore made available for creating requisite infrastructure for these Battalions
35. 32 additional posts of various categories created for newly upgraded three health institutions including 16 posts for Sub District Hospital (SDH) at Hazratbal in Srinagar, 8 posts each for Primary Health Centre (PHC) at Domana in Jammu and PHC at Devar in Kupwara.
36. 29 posts of Readers Grade-I, 58 posts of Readers Grade-II, 23 posts of Senior Stenographers and 21 posts of Junior Stenographers created in the Subordinate Judiciary
37. Creation of 22 posts of Full Time Secretaries (Sub-Judge) and 22 posts of Steno-Typist I (with knowledge of Accounts) for 22 District Legal Services Authorities (DSLAs) of the State created
38. To enhance existing promotional avenues of the Non-Gazetted Cadres of the Police Department and address their stagnation, creation of 8531 Non-Gazetted Posts in the Police Department approved

Promoting Entrepreneurship

39. In a major decision having far reaching benefits for the entrepreneurs of State in general and youth in particular, exemption of turnover and experience conditions for all State Start-ups and Micro & Small Enterprises (MSEs) registered in Jammu and Kashmir including price preference of 20% for public procurement by Government Departments and Organizations abolished.
40. Launch of a big-ticket Employment Generation programme namely “J&K Rural Employment Generation Programme (JKREGP)” with an annual outlay of Rs 50 Crore to start with approved to target 1500 unemployed youth annually in the initial phase. The scheme is to be implemented by J&K Khadi Village & Industries Board (KVIB)
41. First ever J&K Trade & Export Policy, 2018-28 rolled out to enhance the Domestic Trade Volume by 5 times in next 10 years; to transform the system from regulator to facilitator and from performer to enabler; to provide employment opportunities to educated unemployed and skilled youth in export trading of goods and services; to encourage, promote and facilitate more investment in enterprises and build a strong, responsive and vibrant business environment in the state.
42. To facilitate and nurture growth of new Start-ups in the State, “J&K Start-up Policy 2018” rolled out. The Policy aims to inspire the young and entrepreneurial brains of Jammu and Kashmir to pursue innovation and entrepreneurship by creating a vibrant and conducive Start-up ecosystem in the State.
43. “J&K Single Window (Industrial Investment and Business Facilitation) Act, 2018” approved under the flagship program of Ease of Doing Business (EoDB) of Government of J&K, aimed at comprehensive and unprecedented overhaul of the outdated processes and procedures involved in setting up and operation of businesses in the state. The legislation aims at making the doing of business in the State much easier and to create a hassle-free business friendly environment here.
44. Setting up of walnut processing units in the private sector approved through an enabled interest subvention scheme. The scheme will facilitate the interest subvention of 100% for a period of 5 years on a loan of Rs 1 crore availed for establishing of Walnut Processing Unit of 500 MTs capacity in Private sector.
45. Setting up of the walnut nurseries in the private sector approved with an attractive interest subvention and subsidy support. The scheme facilitates 50% subsidy, subject to a ceiling of Rs 7.50 lakh, for establishing a walnut nursery with high tech poly green house, costing Rs 15 lakh in private sector and 100% interest subvention on balance loan raised for the purpose, for a period of 5 years.
46. Subsidy scheme approved for establishing 10 Controlled Atmosphere Stores in the State\

Institutional Reforms

47. First-ever “Anti-Corruption Bureau” established in the State to eradicate the menace of corruption
48. A peculiar arrangement whereby financial expenditure was made by two departments in J&K has been ended. Expenditure function of Planning Department merged with Finance Department. Earlier arrangement was leading to incomplete works
49. Interviews abolished for all recruitments of Doctor.
50. Interviews abolished for all Class-IV appointment Selection through a common merit-based examination
51. Public grievances redressal mechanism strengthened
52. Over 100 circulars issued to systematize governance
53. Punctuality and regular attendance in all Government offices enforced.
54. All backdoor appointments in government jobs stopped
55. Transparency in administration brought in
56. Cell for monitoring administrative grievance established to speed up promotion
57. ReT Scheme frozen to pave way for regularization of all existing teaching staff in Education Department

Empowering People

58. Amendments made in the Panchayati Raj Act, 1989 to provide for devolution of more powers to the people who will be empowered to take decisions about their developmental requirements/ area specific activities.
59. Ladakh Autonomous Hill Development Council strengthened, empowered through ‘Ladakh Autonomous Hill Development Council (Amendment) Bill, 2018’.
60. 88 new services brought under the ambit of Jammu & Kashmir Public Services Guarantee Act (J&K PSGA)
61. “The Jammu and Kashmir Municipal Laws (Amendment) Bill, 2018” approved to pave the way for election of Mayors and Deputy Mayors of the Municipal Corporations and Presidents and Vice Presidents of the Municipal Councils/Municipal Committees through secret ballot.
