Jammu, January 15, 2026: A two-day Management Development Programme on Leadership for Effective and Accountable Financial Governance (LEAF-G) jointly organized by Central University of Jammu (CUJ) and Northern Zonal Accountancy Training Institute (NZATI), Jammu for combined batches of Accounts Officers (JKAS Probationers) Batch 2025, JKACC Batch 2024 and Ladakh ACC Batch 2024 under the patronage of Hon’ble Vice Chancellor, CUJ Prof. Sanjeev Jain. The programme was formally inaugurated by Mr. Rajesh Talwar, Director Finance/Principal NZATI, Jammu in presence of Sh. Youqub Ittoo, JKAS, Director General Funds and Sh. Rajesh Kotwal, JKAS Director Accounts and Treasuries, Jammu. The LEAF-G programme aims to empower officers with cutting-edge knowledge, practical skills, and ethical leadership capabilities. It seeks to strengthen their capacity to navigate the evolving landscape of public financial governance, driven by regulatory reforms, technological advancements, and increasing demands for transparency. Key objectives include strengthening leadership and stakeholder engagement capabilities, integrating technology for transparent financial operations, promoting ethical governance, and deepening understanding of core financial frameworks such as GFRs, PFMS, GST, and GeM.

In his inaugural address, Mr. Talwar emphasized the pivotal role of the Accounts & Treasuries Organization in ensuring fiscal discipline and efficient resource management. He stated that the programme is meticulously designed by team of experienced faculty members from Central University of Jammu to equip officers with the specialized skill sets required for informed decision-making, technology adoption, and promoting sustainable practices. Speaking on the occasion Prof. Jaya Bhasin, Head, Department of HRM & OB, School of Business Studies CUJ welcomed the gathering and briefed about the agenda for next two days. She informed the august gathering that the programme aims to equip the attendees with leadership and managerial skills for strategic decision-making, effective utilization of resources, regulatory compliance, and the effective implementation of development initiatives. Through a blend of theoretical knowledge, case-based learning, and hands-on exercises, it aims to foster a culture of accountability, innovation, and excellence in financial governance. The keynote address was delivered by Sh Pramod K Jain, IAS, Chairman, Arunachal Pradesh Administrative Reforms Commission (APARC). He highlighted the importance of ethical decision-making capabilities for effective implementation of development initiatives will help enhance Officers ability in proactive change management, risk assessment, and strategic problem-solving besides it will improve the competencies of officers, enabling them to better manage current Job Roles with evolving trends, best practices, and government frameworks.

Sh. Youqub Ittoo, JKAS, Director General Funds and Sh. Rajesh Kotwal, JKAS Director Accounts and Treasuries addressed the gathering and highlighted the key initiatives of the Department of Finance. Sh. Virender Wangnoo (Retd.), Senior AO, AG office shared practical insights based on his experience in Audit with case studies. Four sessions were conducted during the day by Mr Shakeel Maqbool, ICAS and Ms. Geetika Kohli eminent personality development trainer. The MDP organising team comprises of Prof. Jaya Bhasin, Dr. Shahid Mushtaq and Dr. Asif Ali faculty members from Central University of Jammu along with faculty members of NZATI, Jammu Smt. Aditi Sharma, JKAS, ⁠Sh. KK Raina, Accounts Officer, ⁠Sh. Jagteshwar Singh, JKAS, Smt. Meenakshi, JKAS and Sh. Hannaan Malik, JKAS. Dr. Asif Ali proposed formal vote of thanks. Dr Shahid Mushtaq conducted the proceeding of the programme and Mr. Pursharth Sharma coordinated registration desk as event manager.
