Srinagar, Oct. 28: The Jammu and Kashmir Engineer Service Forum extends its profound gratitude to the Government of Jammu and Kashmir, particularly to the Hon’ble Lieutenant Governor Shri Manoj Sinha, Hon’ble Chief Minister Janab Omar Abdullah, Hon’ble Deputy Chief Minister Shri Surinder Chowdhury, and Additional Chief Secretary Shri A.K. Singh along with his dedicated team, for their historic decision finalized in the Cabinet and formalized under S.O. 281 dated 28.10.2025.
This landmark order introduces long-awaited relaxations in the appointment criteria for Chief Engineers, Superintending Engineers, and Executive Engineers, thereby removing long-standing bottlenecks that have hindered career progression and departmental efficiency across engineering services in the Union Territory.
The decision marks a transformative step towards clearing pending cases of promotion and regularization, creating new employment opportunities, and addressing genuine professional concerns of engineers across all key departments—particularly Public Works (R&B), Jal Shakti, and Power Development.
The Forum, under the leadership of Er. Nasir Amin, conveys deep appreciation to the administration for recognizing the persistent issues faced by the engineering fraternity and for taking a swift, pragmatic approach to resolve them. This reform is expected to strengthen the institutional framework, boost morale, and enhance the overall delivery of public infrastructure and services across Jammu and Kashmir.
