February 3 , 2026: The second day of the Jammu and Kashmir Legislative Assembly’s Budget Session began on a stormy note on Tuesday as BJP legislators staged a protest inside the House, demanding the establishment of a National Law University in the Jammu region.

BJP MLAs raised banners and shouted slogans, leading to disruptions during the proceedings. The protest was opposed by MLAs from the ruling National Conference and its alliance partner, the Indian National Congress, who said the demonstration was disturbing the functioning of the Assembly.

Amid the loud exchanges, Speaker Abdul Rahim Rather appealed to members to maintain order and allow the Zero Hour to proceed smoothly, stating that several important public issues needed to be raised. After nearly ten minutes of disruption, the House settled down and the Zero Hour continued without further interruption.

Earlier in the day, before the start of Zero Hour, National Conference MLAs staged a protest outside the Assembly Secretariat. They raised slogans and displayed banners demanding the restoration of statehood to Jammu and Kashmir. The protestors also voiced concern over the alleged harassment of Kashmiri people outside the Union Territory.

Despite the early disruptions, the Assembly proceedings for the zero hour later resumed in an orderly manner.
