Union Home Secretary Govind Mohan held a series of meetings on different aspects of security situation in Jammu and Kashmir during his recent visit to Jammu. There were certain obvious issues , easy to guess as to what might have been discussed and deliberated upon in the brainstorming sessions .
There, however, was something more than the anticipated things on the security front . It was a carry-forward moment from the January 8 meeting Home Minister Amit Shah had chaired in Delhi on J&K security: the Modi government will not rest until all the terrorists whether with guns or white collar or those nurturing thoughts of bleeding the territory and its people .
The old familiar threats, ranging from physical infiltration , drone droppings , broadcast of propaganda from across the border , were discussed threadbare and solutions sought .The whole exercise was to deep dive into the emerging threats and the newer and upgraded ways to deal with the situation . The whole idea centered around to defeat all designs of Pakistan, and the internal enemies that continue to work to hurt the national interest in J&K. Added to that was to ensure peace in the post- terrorism era . This is long-term approach.
Some of the identifiable areas of concern were, over ground workers seeded in the government system and society . They have graduated over the decades and their branches have cast new and darker shadows in J&K .
Delhi blast of November 10, 2025, in many ways is manifestation of the underground and over ground working of the terror networks , which remain hidden until the incident takes place . The Jammu and Kashmir Police , through its intelligence networking and relentless chase of the clues , made it possible to thwart bigger designs , thus saved scores of lives if not more . They were ably assisted and provided information by other agencies , particularly intelligence bureau and Haryana police .
Tracing all those involved in the conspiracy that could have been quite catastrophic if not checked in the initial stages is a big success. That success should provide a lesson how to sight and investigate tiny signs of the militancy , because that form the basis of bigger plans. Now, it is more important that this kind of pattern and possible new kinds of plots need to be unearthed. That requires persistent research and study of the emerging patterns . This was the focus of the discussions .
These meetings delivered a message that the Centre is exhibiting its massive seriousness in defeating all designs of enemy in the Union Territory . The enemy- Pakistani state and terror groups based in its territory – are working round the clock to invest in uncertainties over the normalcy in J&K . It is for the people of this place to understand that Centre is retrieving the paradise that they had lost in 1990s , or more broadly in the three decades beginning 1990s till 2019.
Prime Minister Narendra Modi and Union Home Minister Amit Shah have reiterated their commitment toward peace and development of Jammu and Kashmir .Much of the idea of peace , intrinsically connected to the idea of complete integration of the place and the people with the rest of the country, has been realized on the ground.
There has been a singular change in the situation. On the ground the people have started feeling the difference . In a way it is fulfilment of collective dream of the people who had lost hope of ever gaining normal life style . It is beyond the imagination of those who have not seen what happened in 1990s and subsequent two decades of the 21st century. The death stalked in the streets and homes had become prisons . There was no physical safety and the psychology was pinned down by the secessionist thoughts and articulation . That was a sort of safety valve for them. It was an irony that nurturing the thoughts and plans for violence worked as a shield against violence . They had adopted and taken to secessionism and violence as a way of life.
The intense counter-terrorism operations without roadblock of political interference started making changes in the situation . The messaging was clear that the terrorists were not there for eternity . They can be removed from the scene , and the people could live without fear of midnight knocks, dignity and safety . Their apprehensions that abrogation of Article 370 would bring them some kind of loss of rights was replaced by the sense of empowerment of individual and collective dignity . It is at that point in time that they recognized virtues of abrogation of Article 370.
This , as Lieutenant Governor Manoj Sinha, pointed out time and again that this emerging peace and the development was not to the liking of few sections . That made them to continue with their evil designs and plot against the country.
But certain gaps continue to exist. That is a worrying situation .
Something is not finished unless it is complete . Same is true of terrorism in Jammu and Kashmir, the roots of which lie across the border and the Line of control. There are definite limitations in doing things , but within the people can be made partners in destroying terror infrastructure both on the ground and mind. That is what the Centre is doing . The Wednesday-Thursday ( January 14-15, 2025) meetings were a demonstration of the mission mode in eliminating terrorism from this land.
