JAMMU, JANUARY 30: Secretary, Department of Information Technology, Dr. Piyush Singla, today chaired a high level review meeting held today at the Civil Secretariat to deliberate upon various projects proposed to be taken up and those already in the pipeline by the Department of Information Technology, Jammu and Kashmir government.
Disaster recovery mechanisms constituted a major part of the discussion, with emphasis on ensuring that mission-critical departmental operations remain functional and can be restored immediately in the event of any disaster or system failure. The focus remained on building resilient IT infrastructure capable of supporting uninterrupted governance under all circumstances.
In order to foster innovation and youth participation, the meeting discussed structured internship programmes to be offered through the IT Department. It was observed that such initiatives would not only empower talented youth but also help generate innovative and practical solutions for government use. The need for sustained hand-holding and mentorship of interns across the IT Department and the government as a whole was underlined to enable meaningful contributions to e-governance projects. The idea of organising hackathons was also discussed as a means to identify talent, promote innovation and encourage problem-solving approaches for governance challenges.
The meeting also deliberated on development of a multi-channel conversational messaging API solution for the government. The proposed platform is envisaged to enable faster, efficient and scalable messaging-based services for the citizens, thereby strengthening the government-to-citizen communication. The scope and potential applications of such services were examined at length.
Discussions were further held on projects aimed at creation of a common government data pool to support data-driven decision-making for planning and development across the Union Territory. It was noted that such a data exchange framework could yield valuable insights, enhance inter-departmental coordination and improve evidence-based governance.
The meeting also recorded detailed discussions on strengthening Local Area Network (LAN) connectivity infrastructure at the Civil Secretariat in both Jammu and Srinagar to improve the internal digital operations and service delivery. Deliberations were also held on formulation of a comprehensive Wi-Fi policy aimed at ensuring secure, seamless and efficient internet access across the government establishments. Besides, implementation of the Digital Personal Data Protection (DPDP) Act, 2023, a framework enacted by the Parliament to govern digital personal data processing in India was also discussed in detail.
Dr. Piyush Singla emphasised that all projects must undergo rigorous scrutiny at every stage, from conceptualisation to implementation to ensure technical soundness, clarity of objectives and timely execution. He stressed that the services delivered by the IT Department should be efficient, citizen-centric and financially viable with optimal utilisation of available human resources. He further underlined that each project must deliver tangible outcomes while avoiding redundancy or duplication of efforts.
Dr. Singla highlighted the need for building robust digital systems with adequate in-built redundancy mechanisms, particularly for mission-critical services, so as to ensure continuity and resilience. In this context, detailed deliberations were held on proofs-of-concept of several proposed initiatives to assess their feasibility, scalability and long-term sustainability.
The Secretary directed all the stakeholders to ensure coordinated efforts, meticulous planning and strict adherence to timelines so that the digital initiatives of the government of Jammu and Kashmir deliver maximum value, resilience and transparency in governance.
The meeting was attended by CEO JaKeGa, Directors and Scientists of NIC, officers and officials of IT department and JaKeGa alongwith the SeMT team and IT cell.
