SRINAGAR, SEPTEMBER 11: Lieutenant Governor Shri Manoj Sinha today chaired a high-level meeting to review the preparations ahead of ‘Sewa Parv’, to be organised across the Union Territory from 17th September to 2nd October, 2025.
The meeting was attended by Shri Atal Dulloo, Chief Secretary; Shri Shantmanu, Additional Chief Secretary, Higher Education Department; Shri Shailendra Kumar, Additional Chief Secretary, Agriculture Production Department; Dr Mandeep K Bhandari, Principal Secretary to Lieutenant Governor; Administrative Secretaries, Divisional Commissioners, Deputy Commissioners and other senior officers of the stakeholder departments.
The Lieutenant Governor took a comprehensive review of the wide range of activities planned by the Departments and District Administrations to promote Public Service, Community Participation and Inclusive Governance.
The Lieutenant Governor observed that the celebration of ‘Sewa Parv’ should reflect commitment towards Viksit Bharat and Viksit Jammu Kashmir.
Our focus must be on outcome and not on symbolic activities. Senior officials must act as role models and lead the effort. Each Department must ensure that the activities are aligned with development priorities, he said.
The Lieutenant Governor directed the departments to identify gaps in coverage of flagship schemes and dedicated efforts should be made to achieve the saturation. He further directed for instituting a review mechanism for daily monitoring at district, division and department levels.
The Lieutenant Governor emphasized that drug de-addiction, disaster management awareness campaigns and special camps for grievance redressal to be incorporated in the Sewa Parv activities.
He directed the departments to set realistic targets for their respective identified activities and monitor them through the digital portal.
We must educate students about civic responsibilities and key national and social issues through platforms like Youth Parliament. Relief and addressing concerns of people in flood affected areas, promotion of personnel hygiene among masses, curb on single use plastic and welfare of old-age, poor and specially-abled should also be the part of our planned activities, the Lieutenant Governor said.
He also directed for organising debate and essay writing competitions on Mahatma Gandhi. He observed that Sewa Parv’s guiding principles are public service, community participation and inclusive governance to ensure meaningful impact on communities. Sewa Parv’s prime objective is to ensure that every voice is heard and every segment of society benefits from development initiatives.
The observance of the ‘Sewa Parv’ will be anchored to identified themes including Cleanliness Drives & Environmental Action, Education-Focused Initiatives, Engagement with Elderly & Vulnerable Sections, Health & Nutrition Initiatives, Awareness & Capacity Building Workshops, Cultural Activities and Public outreach campaigns.
It was informed that a dedicated online portal will be utilized for the duration of Sewa Parv to ensure seamless coordination, real-time monitoring, and transparent reporting.
The Lieutenant Governor was also briefed on ‘Swasth Nari, Sashakt Parivar Abhiyaan’ campaign to be organised from 17th September to 2nd October 2025, emphasizing women’s health and empowerment as key to family and community progress.
