Back to Village -3 beginning tomorrow in the Union Territory of J&K is fundamentally unique as it lays stress on the overall ownership of the programme by the entire rural population and that is what the basic objective laid out by Prime Minister Narendra Modi who wants a vibrant connect with the people in the UT.
Lieutenant Governor Manoj Sinha known as an administrator -politician has reshaped the whole programme in such a way that bridges the vision of the Prime Minister and needs of the rural population in J&K, and the biggest change is that all the tools of the administration would be going to the villages and reading afresh the landscape and their needs in the most comprehensive manner . It is here where the feedback, response and overall monitoring of the programme will make a difference this time.
PM’s vision is being implemented sincerely by the LG. P M had appreciated the programme and with Manoj Sinha, a doer being at the helm of affairs in J&K , the results of the B2V are expected to be much better this time.
Sinha has spelled out broad parameters both in macro and micro prism to ensure that nothing goes unnoticed and everything is accounted for.
The mission was summed up in LG’s words to officers in his meeting with all the deputy commissioners and SPs of J&K , when he said : “ Give 100 per cent Equity, Growth and Inclusion in J&K villages, use B2V3 Jan Abhiyan opportunity to connect with the people and serve them to the best. Back to Village programme is not for one person, Panchayat or District, but for the whole UT and everyone should come forward to own it and play their important role to uplift the socio-economic condition of rural J&K.”
There was yet another difference – he did not go by the traditional script of the B2V rather invited d innovative ideas & suggestions from all stakeholders and asked the officers to apply them to provide best services to the people.”
He directed the officers to fully utilize various communication tools to spread massive awareness about the programme so that it can reach the maximum population.
Real-time feedback should be recorded by visiting officers regarding reach of various government services, status of 100 % saturation of different social security and individual beneficiary-oriented schemes and analysed report shall be submitted on the same, the Lt Governor maintained. Special focus should be laid on coverage of beneficiaries under different scholarship schemes, Aadhaar seeding of Ration cards, works under MGNREGA, distribution of Sports kits, installation of two dustbins in every Panchayat for solid and liquid waste management, water conservation and identification of at least two young entrepreneurs, road connectivity, power and water supply etc.”
