The Deputy Commissioner, Anantnag, Dr. Piyush Singla on Saturday issued an order for constitution of committee of officers tasked to manage flow of medical oxygen to health institutions and to ensure rational and judicious use of refilled oxygen cylinders in the district.
As per the order, the Committee comprising ACR, Syed Yasir; District LMO, Sunil Hatash; Dawar Habib (KAS Prob.) and Drug inspector Aashiq Hussain shall rationalize and optimize the demand and supply of oxygen cylinders for best utilization in Government Hospitals.
The orders have been issued to streamline the supply chain of medical oxygen to the dedicated health institutions so that quality healthcare is provided to the patients there.
The committee shall carry out the daily accounting of oxygen cylinders both Bulk and Medium with respect to their receipt and sale by distributors in the district, the order adds.
The order lays down an elaborate distribution protocol for refilled oxygen cylinders and prioritizes supplies to GMC Anantnag, Trauma Hospital (Dedicated Covid Hospital) Bijbihara, NTPHC Akura, Sub District Hospitals followed by private nursing homes. It has been given out that no oxygen refilling outside this list shall be taken without prior approval of ACR of the district.
The order directs the committee to take requisitions from health institutions on a regular basis and follow up the logistics besides pick and drop of oxygen refills to avert any medical oxygen crisis.
The DC also constituted Committees for Auditing and Monitoring of Oxygen Availability in Covid-19 hospitals via a separate order.
As per the order, Additional Deputy Commissioner, Ghulam Hassan and Chief Agriculture Officer, Syed Waseem will respectively head these committees for GMC Anantnag and Trauma Hospital Bijbihara with Health officers, Mechanical Engineers, technical experts and oxygen plant operators being the other members.
The order elaborates the detailed terms of reference for the committees to adhere to which include regular inspection of the oxygen plant, pipe line and oxygen delivery points to ascertain any leakages and monitor the purity of the delivered oxygen besides installing display signboards inhibiting patients to touch or change oxygen LPM delivery settings.
Further, the committees have been directed to monitor and record SPO2 by top quality oximeters on a regular basis besides ensuring rational and judicious supply of oxygen by deploying well trained staff.
The order asks the committees to submit detailed inspection reports to heads of the health institutions who will forward the same to the District Covid Control Room and to the office of the Deputy Commissioner along with action taken report.
