Minimum qualification for direct recruitment of teachers revised from 10+2 to Graduation: Priya Sethi

The Government today informed the Legislative Assembly that it will soon come up with a comprehensive transfer policy for Rehbar-e-Taleem teachers as per the High Court directions.

Intervening during a question by MLA Rajiv Jasrotia in this regard, the Minister for Revenue, Disaster Management, Relief, Rehabilitation and Reconstruction, Syed Basharat Ahmed Bukhari said the matter is under the consideration of the government and it would soon come out with a policy in this regard.

Earlier, the Minister of State for Education, Priya Sethi said the school education department notified the transfer policy for its employees vide Govt order no 622-Edu of 2015 dated 22.12.2015 which, among others, has a Clause (17) making it clear that the transfer policy will not be applicable to RRTs/RETs for whom the policy shall be notified separately.  The said transfer policy was challenged by the regularized ReTs and the High Court stayed the Clause 17 of the transfer policy.

Recently, the High court in the case titled “Majid Ilyas and others Vs state” has issued further directions regarding RET transfers, she said.

She also said that the department is examining the issue in light of these developments and will issue suitable policy soon.

“While making the policy, it will be ensured that neither the original object of the scheme gets defeated nor any schools are left without teachers/ inadequate teachers,” she added.

Regarding the attachments in the education department, she said that the department has issued detailed instructions vide government order No. 26-Edu of 2016 dated 2.2.2016 cancelling all attachments in the department. “However attachment in exceptional cases is necessitated to tide over acute shortage of staff,” she added.

Priya Sethi further said that the School Education Department has issued SRO-290 wherein sanction was accorded to the amendment of recruitment rules pertaining to the direct recruitment of teachers, revising minimum qualification from 10+2 to graduation and earmarking 30% posts for science/math graduates.

In respect of ReT recruitment, she said that a policy decision has been taken by the department to subject all persons figuring in fresh panels of ReTs to screening test which will be conducted by the J&K state board of school education.

She also said that the Government has no policy to consider regularization of adhoc/ contractual, academic arrangement lecturers who have rendered five years of continuous service in different schools and colleges.

The MoS also said that Govt will reserve fixed number of seats for the aforesaid category of teachers/lecturers in the process of recruitment as regular teachers and lecturers.
