In a significant development for the future of Ladakh, the latest round of dialogue between the Ministry of Home Affairs (MHA), the Apex Body Leh, and the Kargil Democratic Alliance (KDA) has reportedly resulted in a broad consensus on key issues discussed during the 22nd May meeting. The progress marks one of the most constructive phases in the ongoing negotiations aimed at addressing the aspirations of the people of Ladakh.
Among the most notable developments is the reported consideration of stronger constitutional safeguards for Ladakh through an Article 371(A-J)-style framework. While discussions are still underway and no final decision has been announced, the proposal reflects the Centre’s willingness to explore mechanisms that can protect Ladakh’s unique cultural identity, environment, land, and employment opportunities.
Another major point under active consideration is the creation of the Ladakh Administrative Service (LAS) and the Ladakh Police Service (LPS). Such dedicated services would provide greater opportunities for local youth while strengthening administrative efficiency and ensuring that governance remains closely connected to the aspirations of Ladakh’s residents.
The dialogue has also reportedly moved towards establishing a Union Territory-level elected body with legislative, executive, and financial powers. If implemented, such an institution would represent a historic step towards enhancing democratic participation and empowering the people of Ladakh with greater decision-making authority over local governance and development.
In addition, discussions have included the possible withdrawal of cases linked to the incidents of 24th September, reflecting an effort to build trust and foster reconciliation as the dialogue process moves forward.
